油田施工企业安全管理的新思考

New thoughts on safety management of oilfield construction enterprises

现阶段,部分油田施工企业在安全管理上存在一定问题,例如,把专业管理隐患当安全管理问题、把安全检查当作安全管理、安全行为纠偏和不合规问题处理方式简单等现象。结合油田施工行业风险特点,从安全行为管控入手,提出油田施工企业要建立安全责任制,同步安全策划与施工策划,以及改进安全绩效考核体系和激励措施。

Nowadays, there are some misunderstandings in the safety management of some oilfield construction enterprises, such as thinking of professional management hidden danger as safety management problem, thinking of safety inspection as safety management and simple handing for safety behavior rectification and irregular problem. Based on analyzing the people behavior during constructing and the risk characteristics of oilfield construction industry, starting with the safety behaviors control, some improving suggestions have been put forward such as establishing the safety responsibility system, safety planning and construction planning at the same time, and improving the safety performance evaluation system and incentive measures.
