实现传统城镇化向新型城镇化的转变,产业转型升级是根本动力。目前,我国总体上已迈入工业化中后期,产业结构演进的复杂性和空间差异性决定了:产业转型升级不仅仅是指产业之间的结构演进,还包括产业内部的功能升级、产业布局优化以及发展方式的转变。适应中国国情的产业转型升级对推进新型城镇化具有吸纳、溢出、协调和环境等多重效应。充分释放这些效应需要做好以下几方面的工作:分层次、有差别地推进产业结构的演进;增强产业创新能力,提升产业价值链;引导和加强环境友好的劳动密集型产业向中西部地区转移;以城市群和产业园区为载体,促进产业集群与城市群互动发展和产城融合发展;完善生态文明制度建设;加快产业发展方式的转变。

To realize the transformation from traditional urbanization to ew urbanization, the industrial transformation and upgrading is essential driving force. At present, China has entered into the stage of the middle and late of industrialization, so the following contents have been determined by the complexity and spatial differences of the evolution of industrial structure： the transformation and upgrading of industry is not only industrial structure evolution between industries, but also the internal functions upgrading, industrial spatial transfer and the change of the pattern of development. The industrial transformation and upgrading which meets with China＇ s situation will show absorbing, overflow, coordination and environment multiple effect on new urbanization. The following work should be done in order to exert the above effects： to promote the evolution of industrial structure multi - levelly and differently ; to enhance the capacity of industrial innovation, and promote industrial value chain; to guide labor - intensive industries which are friendly for environmental transforming to the central and western regions; to boost the interactive development and the integrative development of industries and cities; to improve the construction of ecological civilization; and to develop the transformation of industrial development mode.
