An Analysis of the Spillovers Effect of International Energy Market Policy and Risk Prevention

基于节能减排和国家安全的目的,世界各国都在积极努力减少对化石能源的使用,并试图找到一种清洁的、可再生的能源,为了发展和突破这一类能源和先进开采技术,各国出台了不同的政策与法令等,虽然内容不尽相同,但最终的目的指向都是发展新能源与新技术。可见,新能源开发和更进步的技术实现已经成为各国能源政策的重点。本文将重点分析世界上新能源和新技术发展较早、并且成果较好的美国、日本、德国的相关政策进行分析,同时也加入我国情况与之对比。衡量各类支持新能源和先进技术的政策制定与推出对传统化石能源的冲击,并针对我国的目前发展情况提出政策性建议。

Aiming at energy saving and Emission reduction as well as state security,the countries all over the world are reducing the usage of fossil energy and they are trying to find out a kind of clean and reproducible energy.In order to develop and breakthrough this kind of energy and advanced mining technology,all countries have issued different policies and laws. Although the content is different,the aim is to develop new energy and technology. The development of new energy and the realization of more advanced technology have become the the key point of different counties＇ energy policy. This paper analyzes the policies of the USA,Japan and Germany that have early development of new energy and new technology and better outcome. Meanwhile,this paper compares the situation of China,discusses the impact of new policies of supporting new energy and technology as well as advanced technology on traditional fossil energy. In the end,this paper puts forward suggestion based on the present situation of China.
