基于后发优势推进内蒙古绿色发展的策略

The Strategy of Promoting Green Development in Inner Mongolia Based on the Late- Developing Advantages

绿色发展作为党的十八届五中全会提倡的五大发展理念之一,是推进全面建成小康社会奋斗目标的重要组成部分,也是未来社会经济发展的趋势。本文主要对内蒙古地区具有明显后发优势的产业结构、技术和人力资本三个方面进行分析,提出通过提升要素禀赋质量、发展绿色经济、加快创新推动等途径来面对目前经济增速放缓、产业发展水平不足等挑战,促进内蒙古经济健康可持续发展,走绿色发展道路。

As one of the five big development philosophies advocated in the fifth plenary session of the party＇s18,green development has been an important part to promote the goal of building a well- off society in an all-round way. It is also the trend of social and economic development in the future. This paper analyses the industry structure,technology and human capital,who are all with obvious late- developing advantages,puts forward the idea of improving quality of factor endowment,developing green economy and fostering innovation to promote healthy and sustainable green development of Inner Mongolia economy to face the current challenges of economic downturn and inadequate level of industry development.
