摘要
高校图书馆文献政府采购必须按照法律法规规定的条件和程序确定适用的采购方式,采购人不得随意选择。文献政府采购中出现的"全面相应""虚假材料""恶意低价"等问题,是图书馆人对法律法规的效力和适用认识不清、对问题成因归纳错误、对合同违约追责不严造成的。对于公开招标采购方式的所谓效率低下问题,高校图书馆可以通过加强业务流程控制,准确适用法律来给予解决。
Goverment procurement of university library documents has to select procurement method according to terms and conditions of laws and regulations, which could not been chosen by the purchaser. The vague cognitive of legal effect and application, the error of problem cause induction, poor implementation of contract breach responsibility from the library staff caused problems of ＂comprehensive corresponding＂, ＂false materials＂, ＂low price＂ and other problems appeared in documents government procurement. The so-called inefficiency in open tender could be solved by strict operation progress and accurate application of law by the nuniversity library.
