中国鲜活农产品调控目录制度建设的思考

Building of Fresh Agricultural Products' Regulation Catalog System in China

在借鉴国外鲜活农产品调控经验和结合国内一些城市调控试点的基础上,研究提出鲜活农产品调控目录制度,可为完善"菜篮子"产品市场调控机制提供重要借鉴和指导。本文首先提出了鲜活农产品调控目录制度建设的总体要求和指导思想,从目录品种选择、价格合理波动区间确定、政策工具设计和触发响应机制构建等方面阐述了建设内容;从区域、警情和政策工具等角度指出制度建设细节;从认识、领导、落实、创新等方面提出工作要求;从顶层设计、投入保障、监测预警、市场建设、组织管理等方面提出制度保障,从而从整体上设计了鲜活农产品调控目录制度的组织实施。

In reference of fresh agricultural products＇ regulation experiences in foreign countries and domestic cities,this paper put forward fresh agricultural products＇ regulation catalog system in order to improve the＂vegetable basket＂product market regulation mechanisms. This paper pointed out the general requirements and guiding ideology of fresh agricultural products＇ regulation catalog system,elaborated the construction content including choosing the interval variety,determining reasonable price fluctuations,designing policy tools and construction of trigger and response mechanism,pointed out some details of the system from the prospects of regional difference,early warning level and policy tools,proposed work requirement from the prospects of cognizing,leadership,implementation and innovation,put forward the work ensurence from prospects of top-level design,investment,monitoring and early warning,market construction,and organizing and management. On the whole,the organization and implementation of the fresh agricultural products regulation and catalog system was designed.
