台湾地区在海洋治理领域的新发展

The new development in the ocean governance field in Taiwan,China

21世纪被誉为海洋的世纪,"蓝色国土"的规划与管理愈来愈受到世界各国(地区)重视。2015年,台湾地区海洋治理领域实现了一系列重大进展,"海岸管理法"与"海洋四法"相继通过,从实体法律与行政机构两方面优化海洋治理结构,增强海洋治理成效。从法案文本、制定过程、后续进展等角度,对上述进展逐一介绍,以期为大陆海洋治理改革提供借鉴。

The 21 st century is hailed as＂the century of the oceans＂. States （Regions） around the world are attaching increasing importance to the planning for and management of the＂blue soil＂. Taiwan,China has achieved a series of major breakthroughs in the area of ocean governance. With the enactment of the＂Coastal Zone Management Act＂and the＂Four Marine Affairs-related Organization Acts＂by legislature,Taiwan not only establishes a substantive administration framework for the coastal zone,but also foresees its first specialized ocean administrative agency. This article seeks to introduce the text,the legislative history and future implementation and development of these acts,so as to provide reference for China to upgrade its ocean governance system.
