摘要
港口国监控的区域协调对维护海上航行安全和生态环境具有重要作用。21世纪海上丝绸之路的建设发展更离不开亚太地区海上航行安全的保障。《东京备忘录》自实施以来虽然取得了明显成效,但自身仍潜藏着若干"不协调"因素,影响了亚太地区港口国监控的区域协调水平。综合分析可发现此种"不协调"有其深层原因,应有针对性地结合区域特点并借鉴《巴黎备忘录》中的有效做法,通过建立基金、完善规则的方法,进一步提高亚太地区港口国监控的区域协调水平。
Regional coordination of the port state control is of great importance to the maintenance of maritime navigation safety and the environment. The safety of maritime navigation in the Asia-Pacific region plays a fundamental role in the construction and development of the 21 st century Maritime Silk Road. Since the Tokyo MOU has been exercised,although it achieves remarkable results,there are still hidden"discordant"factors affecting the level of regional coordination of port state control in the Asia-Pacific region. After a comprehensive analysis of the underlying causes,it is believed that regional characteristics should be seriously considered and effective practices in the Paris MOU should be referred to as well. With the establishment of a fund and the improvement of relevant rules,the level of regional coordination of the port state control in the Asia-Pacific region will be improved.
