摘要
"五水共治"是浙江省委十三届四次全会提出的战略部署。在对这一部署予以解读的前提下,刻画出"五水共治"政策场域,并建构政策拓扑体系,针对"五水共治"中的各要素划组措施集群。在此基础上,探索政策共同体建设,明确政策共同体的实现目标(形式合法性、民主正当性、技术科学性),以期对政策工具的有效运用提供借鉴。
To harness the five polluted streams is a strategic decision made in the 4th Plenary Session of the 13th Zhejiang Provincial CPC Committee.Based on an interpretation of the decision,this paper clarifies the policy arena for the decision,formulates its policy topology and categorizes the clusters of measures to be taken according to the elements to be involved.On this basis,policy community construction for the decision is analyzed and the objectives of the policy community are made explicit.
