少数民族农民参与式发展的行为及影响因素研究——以疏勒县为例

Analysis on the Influence Factors of Minority Farmers' participating in the development of the rural behavior in Kashi Region

【目的】研究少数民族农户参与发展的行为及影响因素,为推动农村农户参与式发展提供参考。【方法】采集疏勒县库木西力克乡186份实际调研数据,采用典型调查与抽样调查相结合的方法,运用logisticISM模型,分析农户参与农村发展的行为。【结果】劳动力人数对农户参与行为有极显著影响,呈正相关关系(P<0.01),农户行政职务、组织化程度、参加产业培训情况、对村发展了解程度、对参与行为的认识和对参与式发展政策的了解程度,对农户参与行为有显著影响,呈正相关关系(P<0.05),农户年龄、政治面貌、受教育程度、兼业情况、家庭总收入、家庭耕地面积、参与态度对农户参与行为没有显著影响。【结论】该县农户参与发展的程度尚不高。应采取加大教育力度,增强技能培训提高农户素质;创新多种参与形式,建立相应激励机制;提升村干部管理能力和组织作用;扩大非农就业,实现农户多元增收等措施,促进当地农民参与农村发展。

【Objective】Through a comprehensive analysis of the behavior and influencing factors of farmers＇ participation in development to provide theoretical reference for promoting the sustainable development of rural areas.【Method】Using a combination of typical investigation and sample survey,combined with 186 actual survey data,using logistic- ISM model to analyze the behavior of farmers＇ participation in rural development.【Result】The number of labor force has a significant positive impact on Farmers＇ participation behavior（ P〈0. 01）,Farmers administrative duties,the degree of organization of farmers,farmers to participate in the training industry,understanding degree to the development of the village of farmers,farmers awareness of participation,the understanding degree of farmers to participate in the development of policy on Farmers＇ participation behavior has a significant positive effect（ P〈0. 05）,age,political outlook,education level,and industry situation,total family income,family cultivated land area,participation attitude has no significant impact on Farmers＇ participation behavior.【Conclusion】The degree of participation in the development of farmers is not very high. Through the following ways can promote the participation of farmers in rural development,they are strengthen education and enhance skills training to improve the quality of farmers.; Innovate ways to participate in a variety of ways and establish incentive system; Enhance the ability of village cadres; Enhance the ability and organization of village cadres; Expanding non farm employment.
