北京市宅基地现状及利用模式与实施策略初探

An Investigation in the Landscape and Utilization Mode of Rural Residential Land in Beijing

随着新型城镇化战略部署的深化落实,北京市城乡发展进入减量提质的新阶段,而当前北京市村庄宅基地在集约用地、统筹使用、价值释放等方面普遍存在一定的问题。本文从北京市村庄宅基地的实际情况出发,通过对宅基地现状的梳理分析,总结存在的主要问题,从用地视角提出不同类型村庄宅基地的利用模式建议,从政策视角提出宅基地利用的实施策略建议,对于集约利用土地、促进村庄发展、提高村民生活水平、加强村庄规划管理均有重要意义。

As the implementation of the New Urbanization Strategy goes deep and far, the urban and rural development in Beijing enters an era that highlights quality in spite of diminishing quantity. The challenge rests with achieving intensive and coordinated use of land, as well as maximized value of land. This paper starts out with analyzing the landscape of rural residential land in Beijing which enables the revelation of problems, and brings forth suggestions from the perspective of usage on the utilization mode for different categories of land, and proposes suggestions on the implementation from the perspective of government policy These suggestions will be of help as to the efficient use of land, the prosperity of villages area planning and management., and their residents, as well as the improvement in rural
