河南省城镇化的产业支撑问题研究

Research on the Industry and Employment Support for Urbanization of Henan Province

城镇化发展以产业为基,就业为本,但是河南省的产业发展目前尚不能有效促进就业,支撑城镇化的推进。要强化河南省城镇化的产业支撑,应着眼于产业多元化和产业优化升级,从构建创新体系、培育产业集群、强化智力支持、完善政策体系四个方面着力,推进产业规模扩大和产业发展质量提升,在夯实经济基础的同时扩大就业容量。具体而言应做好以下几个方面的工作:着力提高工业发展效率,推进工业与现代服务业协调发展,构建区域创新系统提升产业竞争力,积极发展航空及其关联产业,着力积累提升人力资本,坚持提升产城融合水平,支持创业激发经济内在潜力。

Urbanization must be based on the industrial development and employment. However, there is no enough industry and employment support for urbanization of Henan province. To improve the situation, the four measures should be taken, such as constructing innovation system, fostering industrial clusters, strengthening intellectual support and improving policy system. Concretely, there are seven aspects of work to do, including improvement of the efficiency of industrial development, promotion of the coordinated development of industry and modern services, construction of regional innovation system for enhancement of industrial competitiveness, development of the aviation and related industries, accumulation of human capital, promotion of integration between urbanization and industrialization and supporting entrepreneurship.
