自建与代建管理模式优劣性比较——重庆市中医院一、二、三期建设工程思考

Comparison of Advantages and Disadvantages between Self-Construction Management Model and Agent Construction Management Model

自建模式和代建模式是重庆市中医院建设工程采取的两种不同模式,自建与代建各有优劣。自建启动快,更有利于业主对资金、质量的有效控制,有利于部门间协调,有利于对工程变更及时反应,管理人员责任心强,但存在监管体系不够完善,管理不够专业,造价难控制,新技术难以推广利用等问题;委托专业代建单位进行设计、招标、施工到竣工验收的全过程管理,让专业的人做专业的事,更利于工程的质量、进度、投资等的控制,有利于遏制腐败,但存在与业主沟通协调不够,工程变更反应慢,专业使用要求不明确等问题。该文从重庆市中医院一、二、三期建设实际出发,进而分析出自建模式和代建模式的优劣点,为后续建设提供参考。

The two models of self-construction and agent construction are both adopted in the construction engineering of Chongqing Traditional Chi- nese Medicine Hospital, with their respective advantages and disadvantages. Self-construction enjoys the advantages of quick starting, the owner＇s effective control over fund and quality, convenient coordination among departments, prompt response to engineering alteration and managing staffs strong sense of responsibility, but also has the disadvantages of incomplete supervision system, unprofessional management, difficulty cost control and uneasy promotion and utilization of new technologies. To entrust a construction agent to overall manage the design, bidding, construction, check and acceptance is more beneficial to control the project quality, progress and investment as well as to avoid corruption, but it has the problems of insufficient communication with the owner, slow response to engineering alteration, unclear utilization requirements and so forth. This paper, based on the practical construction situations of Phase one, Phase Two and Phase Three of the hospital, analyzes the advantages and disadvantages of self-construction model and agent construction model for reference.
