摘要
在确定性规划准则和概率性规划准则的基础上,提出一个应用于输电网中长期规划的混合性规划模型。该模型采用静态安全柔性约束、故障发生概率、可靠性成本、投资费用、期望缺供电量(expected energy not served,EENS)以及缺电时间期望(loss of load expectation,LOLE)等因素来计算、评估潜在故障的影响,并通过建立电网成本期望值最小的目标函数、经济性约束和可靠性约束保证电网规划的可靠性和经济性,利用直流潮流模型和最优潮流模型将输电网规划问题转为混合整数线性规划问题,采用商业优化软件CPLEX进行寻优计算,实现了为输电网规划寻找最优规划方案的目的。最后,通过与传统规划模型的比较和实际电网算例验证了模型的合理性、有效性和经济性。
This paper proposes a new planning model for choosing optimal expansion planning for transmission system. The model includes flexible constraints to calculate potential damage of power grid and contains various constraints and indices, including economic constraints, reliability constraint, reliability cost, investment cost, contingence probability, loss of load expectation(LOLE), expected energy not served(EENS), etc. It models optimal transmission system expansion as a mixed-integer linear programming problem solved using DC power flow equations based on optimal flow and an efficient commercial solver CPLEX. Test results are presented for two case studies including a realistic electric power system to demonstrate effectiveness, flexibility and suitability of the proposed hybrid criterion model.
