论用大数据和互联网+促进公安出入境管理——以贵阳市公安出入境管理为研究视角

Using Big Data and Internet+ to Promote Exit and Entry Administration of Public Security:From the Perspective of Exit and Entry Administration of Guiyang Public Security

随着出入境办证点增多,办证业务量将趋于分散化,传统业务正在面临转型升级。同时,城市发展日趋国际化,涉外活动日益增多,面临国际恐怖主义、极端主义袭击的风险也在加大,面对这种机遇与挑战,需要一方面既把握出入境办证业务的传统优势又发掘业务新的增长点,另一方面抓好境外人员业务高速发展点。大数据和互联网+作为"十三五"发展战略,提出启动公安出入境大数据"三位加一体"工程和公安出入境互联网+电子政务品牌行动,力图发现激活出入境业务数据流动性的方法,从而产生新的服务和价值。同时,希望将出入境业务融入"互联网+"行动计划,用互联网+电子政务品牌实现"互联网+"益民服务和综合实力的不断提升。

With the increase of exit and entry registration points,registration will tend to be distributed,as traditional services facing transformation and upgrade.Meanwhile,urban development is becoming increasingly internationalized with much more foreign-related activities and risks of international terrorism and extremism attacks.Facing such opportunities and challenges,it is required to combine traditional advantages and new services growth points,and on the other hand to capture the high-speed developing points of overseas personnel.As the development strategy raised by the 13 th Five-Year Plan,Big Data and Internet＋ start the big data project of exit and entry administration of public security and the project of exit and entry administration of public security Internet ＋ e-government affairs brand operation,trying to find out the way to activate the mobility of big data so as to produce new services and values.In the mean time,it is proposed to involve exit and entry services into ＂Internet＋ ＂ action plan,provide better services for the people and increasingly improve the comprehensive strength by using Internet ＋ e-government brand.
