混合所有制改革对经济增长的作用机制及效应分析

Analysis on Mechanism and Effect of Mixed-ownership Reform on Economic Growth

国有企业混合所有制改革作为十三五规划的重要组成部分,其顶层设计与配套措施为改革的顺利实施打下了坚实的基础。本文从国企混改助推供给侧改革、强化企业的利润激励机制、提高企业的国际竞争力等方面分析了国企混合所有制改革对经济增长的作用机制。在此基础上,本文对国有企业混合所有制改革采取的四种方式及其绩效进行了分析,并论证了国企混合所有制改革所具有的财政收入效应以及收入分配效应。

SOE＇s mixed-ownership reform, whose top-level design and the supporting measures has established a solid foundation for itself, is a significant part of the 13 th five-year plan in China. This paper analyzes the reason why the reform would promote economic growth from the aspects such as advancing supply-side reforms, strengthening profit incentive mechanism and improving international competitiveness of enterprises. On that basis, we study four approaches of SOE＇s mixed-ownership reform and its performances. In addition, we demonstrate its government revenue effect and revenue distribution effect.
