Analysis of Hospital Disaster Vulnerability

目的通过2011年、2013年、2015年3次灾害脆弱性分析比对,指导医院应急管理方向及应急管理质量持续改进。方法借用Kaiser模型,根据医院实际情况,成立灾害脆弱性评估专家组,制定灾害脆弱性评估评分表,对医院灾害脆弱性进行分析。结果每年医院应对的高风险事件不尽相同,但火灾成为医院历年灾害脆弱性高风险事件。结论灾害脆弱性分析是医院识别风险和降低风险的重要依据,为医院持续改进应急管理质量提供一个切实可行的管理方法及科学路径,为保障医疗安全奠定基础。

Objective To guide the continuous improvement of hospital emergency management direction and emergency management quality by the analysis and comparison of the vulnerability of 3 disasters in 2011,2013 and 2015. Methods The disaster vulnerability evaluation panel was built according to the practical conditions of hospitals by Kaiser model, and the disaster vulnerability evaluation and score table was made and the hospital disaster vulnerability was analyzed. Results Every year, the high-risk events that the hospital coped with were different, but the fire was the high-risk event of hospital Disaster vulnerability over the years. Conclusion The disaster vulnerability analysis is the important basis for the hospital to identify risk and reduce risk, which provides a feasible management method and scientific way of the continuous improve-ment of emergency management quality of hospitals and lays the foundation for ensuring medical safety.
