以军民融合思想为指导 优化装备保障力量结构

Optimize the structure of equipment support force under the guidance of civil-military integration

着眼当前和未来装备保障需求发展趋势,深入贯彻军民融合深度发展战略,着力破解制约我军战斗力生成模式转变的瓶颈,必须加快我军装备保障力量结构优化进程。从研究军队装备保障力量构成入手,分析了目前存在的问题,尝试提出了结构优化的原则和建议。研究表明,以军民融合思想为指导、优化装备保障力量结构,必须优化军队与地方装备保障力量结构、优化现役与预备役装备保障力量结构、优化军队内部装备保障力量结构、优化"民参军"企业装备保障力量结构。

According to current and future development trend of equipment support needs, it is argued that we must accelerate our military equipment support force structure optimization process so as to thoroughly implement the civil-military integration development strategy and break the constraints on our army＇s combat effectiveness paradigm shift. This paper starts from the study of our military equipment support force structure, then analyzes the current problems in the force structure and lastly puts forward the principles and suggestions for the structure optimization. The research indicats that under the guidence of civil-military integration, optimizing the structure of equipment support force must optimize the structure of military and civil equipment support force,the structure of the internal equipment support force within the military, the structure of the active and reserve equipment support force,and the structure of civil enterprises equipment support force as well.
