学前教育区域均衡发展的监测预警策略初探

摘要 学前教育是义务教育阶段的基础,直接影响幼儿未来的健康成长。我国学前教育存在区域发展均衡问题。为此,应结合东部、西部以及中部学前教育发展不均衡的实际情况,构建学前教育立法体系,加强政府监管;推行区域政策倾斜,增加教育经费投入;结合区域特征制定监测标准;合理配置教学资源,促进学前教育机会公平。通过以上措施,从整体上对我国学前教育区域均衡发展进行规划,做好相应监测和预警工作,推动学前教育事业公平、健康、持续发展。 Pre-school education is the basis for compulsory education in China, which directly influences the healthy growth of young children. The resource-imbalance in region has impeded the development of pre-school education in China. Therefore, we are supposed to construct a legal system for preschool education, based on the reality in east, west and middle region. And we are supposed to strengthen government's monitoring, make policies given priority and funds to less developed regions, make regional standard for monitoring according to the specific regional situation. We need to put in adequate education resources in different regions to create the fair opportunity for children to receive preschool education. We can plan the balanced region- development preschool education on a whole by following the above measures, doing well in monitoring and warning to promote the fair, healthy and sustainable development of the cause of preschool education.
