摘要 为了对学报审稿专家的审稿进行科学客观地评价,对审稿专家进行有效地激励,从审稿专家的"学术水平"、"审稿质量"、"审稿时效"、"职称"、"单位级别"这五个准则层面构建了审稿专家质量综合评价体系。对可以实现量化考核的指标进行量化评价,对无法量化考核的其他指标进行了相对客观合理的定性描述并设置分值,实现与量化评价的衔接。通过使用层次分析法(AHP法)确定审稿专家评价指标的权重,再使用模糊综合评判法(FCE法)来确定评价指标的隶属度,这样对综合两种方法得到的指标进行综合评判,使得对审稿专家的评价结果更加客观和准确。 In order to evaluate review of journal scientifically and objectively and encourage reviewers effectively, the reviewer quality comprehensive evaluation system is constructed from five criteria levels,which is "academic level", "the quality of the review", "reviewer prescription", "title", "unit level".Quantitative evaluation of performance indicators can be achieved, the other indicators can not be quantified assessment objectively and reasonably qualitative description and set scores, to achieve convergence with quantitative evaluation.The weight of the index for the evaluation of the reviewers is determined by using analytic hierarchy process(AHP),and the membership degree of evaluation index is determined by using fuzzy comprehensive evaluation(FCE).Indexes that got by integrated two methods are judged synthetically, and it makes the evaluation results more objective and accurate.
