Database excessive downloading is a serious infringement long-term and far-reaching negative effects to the university. This paper of intellectual property rights, which brings analyzes the characteristics of the database ex- cessive downloading in domestic universities. Some suggestions are put forward to improve the situation, such as enhanc- ing copyright awareness, perfecting management system, using technical methods, and severely punishing those who vi- olate disciplines.
