摘要
为了减少煤与瓦斯突出事故的发生,将煤矿企业员工划分为4个层级:一线员工、班组长、中基层管理人员和高层管理人员,应用行为安全"2-4"模型案例分析方法,分析了2000-2011年间国内66起典型煤与瓦斯突出事故的不安全动作原因。结果表明:一线员工不安全动作的发生比例是37.30%、高层管理人员36.99%、中基层管理人员24.76%、班组长5.64%;一线员工不安全动作发出频次最高的是突出危险区作业,间接原因主要是安全知识不足和安全意识不高。
In order to reduce the accidents of coal and gas outburst,we divide employees into 4 rankings,which are the front-line staff,the group leader,the supervisor,the senior manager. Using case analysis method of behavior safety"2-4"model,we analyze reasons of unsafe acts led to 66 classical coal and gas outburst accidents from the year of 2000 to 2011. It shows that proportion of unsafe acts of front-line staff is 37. 30%,senior manager 36. 99%,the supervisor 24. 76%,and the group leader 5. 64%. The highest frequency unsafe act for front-line staff is when they are working in coal and gas outburst area. Indirect causes are the lack of safety knowledge and the lack of safety awareness.
