我国地方性图书馆立法中的量化规定

Research on the Quantitative Regulations of Local Library Legislation in China

文章对我国12部地方性图书馆立法中关于建筑面积、文献信息资源的基本藏量和年新增藏量、人员配备等量化规定进行比较分析,指出量化指标制定经过了从绝对指标转变为人均指标、与国际标准接轨以及对人员配备标准量化等过程,保障了政府经费投入及其科学化,实现了公共图书馆建设标准的法定化,并以《广州市公共图书馆条例》中量化指标的制定为例为地方性图书馆立法制定量化指标提供策略建议。

This paper analyzes the quantitative regulations regarding to building space, collection and staff from 12 local library legislations in China, which experiences the shifting from absolute indicators to per capita indicators, the linking to international standards, the quantization of staffing standards, thus guaranteeing the scientific investment of government funds and the legislation of public library construction standards. Taking Guangzhou Public Library Regulation as an example, the author makes suggestions on developing effective quantitative indicators for local library legislation.
