摘要
公共租赁住房是城镇住房制度改革及住房保障发展的产物,也是一种新型公共产品,相关的各种管理活动实际是一种新型而独特的社会保障服务管理行为。未来城镇住房保障发展趋势之一,就是公共租赁住房保障在城镇住房保障中的主体地位和作用将越发突出,且其管理工作也将步入常规轨道,得以更加强化与完善。然而,当前的公共租赁住房保障管理,依然沿用着传统的职能管理模式,存在众多缺陷及问题。对此,迫切需要在宏观和微观层面实施科学现代管理,推动与完善公共租赁住房保障的流程化管理。
As an outcome of urban housing system reform and development of housing security,the public rental housing is a public product of new style,and in practice the related management activities are a new and distinct conduct of social security service. Along with the development of future urban housing security,it is one of the trends that the public rental housing security's dominant role will have a significant rise in urban housing security.Meanwhile,its management will be routinized,enhanced and completed. However,at present the management of public rental housing security still follows the old fashioned functional management mode,which has a lot of drawbacks and problems. Thus,it is urgent for us to implement modern scientific management macroscopically and microcosmically in order to promote and complete the process management of public rental housing security.
