从主体认知到体制梗阻:中国城市府际关系初探

城市府际关系在转型期有着特殊重要性,它是城市发展的关键命题,但当前对它的认识还十分模糊。从静态来看,通过辨析城市政府的内涵和主体并在纵横、内外、属性等向度对城市府际关系进行类型划分和系统描述,将能够对其有更为全面的理解。从动态来看,还要对其运行中出现的梗阻现象做深入的探析。现阶段,"市领导市"体制、市内级差结构和城市政府层级体系是城市府际关系运行中所面临的体制性梗阻。为了消除这些体制梗阻,进而优化城市府际关系,实现城市的协调发展,既要遵循城市的一般发展规律,又要根据中国实践选择"以职责定关系"和"先政策后体制"等富含地方特色的发展路径。

Municipal intergovernmental relations have a special importance in the transition period,they are the key proposition of urban development,but the current understanding of them is still very vague.From a static point of view,through recognizing the municipal governments＇ connotation and subjects and conducting type division and system description from three dimension attributes such as vertical and horizontal,inside and outside,Attributes,it will be able to have a more comprehensive understanding.From a dynamic point of view,we need to do a thorough analysis of the obstruction in the operation.At this stage,these obstruction mainly triggered by institutional factors such as： ＂city leaders City＂ system,the city government and local differential structure hierarchy etc.Therefore,in order to achieve coordinated development of the cities,it is necessary to fumble a gradual reform path following the general law of development of the city and taking care of local development based on the characteristics.
