摘要
通过回顾我国医保制度的发展演变,剖析阐述其对医保制度公平性产生的促进作用,分析全民医保新常态发展形势下制度公平性的阻碍。提出应当以促进医保公平性为前提,积极推动医保制度改革,加快实现医保制度形式和实质的公平统一,适应全民医保的新常态发展。
The development of health insurance system in China was reviewed. Its role in promoting the fairness of health insurance system was studied. And the obstruction to the fairness of health insurance system under the New Normal of universal health insurance was analyzed. Based on which, some suggestions were put forward, such as pushing reform on health insurance system, accelerating the fairness and unification of the form and essence of health insurance system, and adapting to the New Normal of universal health insurance.
