“十三五”时期科技创新人才队伍建设思考——以浙江省湖州市为例 被引量:1

摘要 创新型科研人才是创新型城市建设的核心要素。十三五时期加快推进创新型科研人才队伍建设,需从微观层面明确创新主体责任,激发创新人才潜力;从中观层面制定人才发展规划,加快创新平台建设;从宏观层面完善政策体系,营造创新环境。 Innovative scientific research talents are the core factor of innovative city construction. Speeding up the construction of innovative scientific research talents in the 13th five year period needs to make clear the responsibility of innovative entity and motivate the innovative talents' potential from the micro level, and also needs to make the plan of talent development and speed up the innovative platform construction from the middle level, and should improve the political system and create the innovative environment.
