欠发达地区城市综合交通规划策略研究

Study on Comprehensive Transportation Planning Strategy of Small-medium Cities in the Underdeveloped Areas

四川省内绝大多数地级市已编制过或在编综合交通规划,规划管理单位诉求比较明确且相对集中,对于综合交通规划编制任务及适用性,普遍认为按照住建部颁布的《城市综合交通规划编制导则》进行交通调查工作实施难度较大,且过于复杂,适用性不强.在此基础上,针对四川省城市发展的差异性及其他特点,制定了适用于四川省的地方性综合交通规划编制导则,指出综合交通规划编制更应该体现城市差异化的特点,规划编制注重适用性.将四川省城市分为3类,针对不同城市对综合交通规划的不同诉求,在大多数城市面临编制经费相对较少、编制及规划管理人才缺乏、交通问题不够突出的条件下,分别提出不同类型城市交通规划编制重点,对于类似欠发达地区城市综合交通规划的编制有较强地指导意义.

The comprehensive transportation planning has been conducted for the majority cities in Sichuan province; meanwhile,demands of planning management authority are clearly and relatively centralized. However,it is of great difficulty,complication and weak applicability to implement a traffic survey base on ＂the Guideline of Urban Comprehensive Transport Planning ＂. Based on the different characteristics of city development,it is necessary to establish the guidelines for the preparation of local comprehensive transportation planning in Sichuan province. Furthermore,it is pointing out that different characteristics of cities should be considered when developing comprehensive transportation planning.Cities of Sichuan province are divided into three categories according to different demands of cities. The key point of transportation planning in different cities is given,considering that some cities lack funds,and relevant talents and have inconspicuous traffic problems,which serve as the basis for comprehensive transportation planning in the underdeveloped areas.
