校车驾驶人管理机制创新——以苏州市吴江区为例

Theschool Bus Driver Management Mechanism Innovation——An Empirical Study of Wujiang District in Suzhou

针对我国校车管理中存在基础设施不完善、管理机制不科学、驾驶人的选拔聘用和监督考核制度不合理等问题,立足《校车安全管理条例》中对于校车驾驶人应符合的各项要求,通过走访相关单位校车管理人员、交通警察、学校、家长、校车驾驶人,结合各地实际情况,分析总结出一个科学合理的校车驾驶人管理机制,对校车驾驶人的选拔聘用、在职上岗、监督评价和福利保障进行全方位的系统管理,保障乘坐校车学生的人身安全.

Chinese school buses have been improved significantly during the past decade; however,the method of management is not scientific,and the selection and supervision of school bus driver are not rational. All these lead to frequent school bus accidents. School bus drivers,as independent individuals with subjective initiative,are playing the most important part in the whole school bus operations. Based on school bus safety regulations,this paper surveyed school bus managers,traffic police,schools,and school bus drivers and recommended a scientific and rational management mechanism for the school bus drivers.
