煤炭集团公司改建国有资本投资公司的思路探讨

随着我国经济发展进入新常态,传统的国企发展和国资监管方式面临诸多挑战,改建和运营国有资本投资公司既是一个全新的课题,也是一项复杂的系统工程。阐述了我国企业改建的特性、意义、目标,分析了煤炭集团公司改建后的功能新定位和运营要点,并结合我国煤炭企业集团自身的特点,提出构建国有资本投资公司高效治理体系,同时还要注意把握5个关键点问题和解决3个影响"改建"的因素。

With China economic development is in a new normal state,the traditional state owned enterprise development and the state owned capital supervision method are facing several challenges and the system reform and operation of the state owned capital investment corporations would be a brand new subject and also would be a complicated system project.The paper stated the features,significances and target of China enterprise system reform and analyzed the new function positioning and operation key point of the coal group corporation after the system reform.On combination with the features of China coal enterprise groups,the high efficient control system to establish the state owned capital investment company was provided.Meanwhile there were five key factors to be noted and three factors affected to the system reform to be solved.
