摘要
村干部公职化管理围绕薪酬财政化、管理公职化、发展持续化等目标,在村干部队伍选拔任用、激励保障、监督考核、培训提升等方面实现从兼业化管理向公职化管理转变。公职化管理确立了依照科层规章行事的管理规则,形成了规范化和精细化的管理程序、组建了体制化和专职化的官僚队伍,标志着现代国家管理制度体系在基层的全面延伸。公职化管理有利于提升管理效能,打破村干部队伍过去"家庭为主、工作为辅"的松散模式,变人情管理为制度管理,但同时也面临社区公共空间缺失、官僚化倾向、选择性执行以及地方适应性等现实困境。推进公职化管理仍需处理好公职化与官僚化、合法性与可行性、统一性与地方性、行政推动与民众基础等方面的具体关系。
Village cadres professional management aims to realize the goals of Fiscal Salary, management of public service, sustainable development, etc. It aims to achieve the change from Part-time management to Public management in the fields such as selection and appointment of cadres in the village, encouraging protection, supervision and evaluation, training promotion. Professional management established the act in accordance with the regulations of management rules and formed standardization and refinement of management procedures, set up system and full- time bureaucracy, is the symbol of the modem state management system and rational bureaucracy in the full extension of grassroots. Professional management is helpful to improve management efficiency. Break the village cadres team in the past "family is given priority to, work is complementary" loose model. Simultaneously, the process of professional management is faced with legitimacy conflict, bureaucracy, selective execution and local adaptability of dilemma. To promote the professional management still need to deal with concrete relationships such as professional and bureaucratic, legitimacy and feasibility, uniformity and local, administrative promotion and public foundation.
