集体行动方式的网络回应

Network Responding to Collective Action

网络集体行动是集体行动的重要组成部分,现有研究鲜有比较其与实体空间的不同。网络技术扩展集体行动的空间,从实体空间走向虚拟空间,促使集体行动的主导呈现方式发生变化,从"身体"转向"话语"。这个转向是实体空间的"话语"在互联网时代被激发出来,其依据即"权利"和"规则"从后台走向前台。因而,需要政府应对集体行动的方式从"技术治理"转向"回应",回应的不仅是具体合理合法的利益诉求,还是"权利"和"规则",有利于凝聚共识,增强合法性。

Collective action on the Internet is an important part of collective action, but few existing studies comparing the differences as in the physical space. Network technology extended the space of collective action, from physical space to virtual space, which promote collective action leading presentation changes from the ＂body＂ to ＂discourse＂. The steering is the ＂discourse＂ of physical space in the Internet age to be inspired by, and on the basis that is ＂right＂ and ＂rule＂ from the back to the front. Thus, the government need to change the way of deal with collective action, which may be from the ＂technological governance＂ to ＂respond＂. ＂Respond＂ is not only to respond to the specific interests of legitimate demands, but also respond to ＂right＂ and ＂rules＂, which will help build consensus, enhance legitimacy.
