随着中国城市化水平的不断提高以及科技的飞速发展,犯罪分子利用高科技手段作案也日益多样化。如何利用各种信息渠道,实现扁平化、快速化、一体化指挥达到跨区域、跨警种协同作战,发挥信息化的优势,减少警力资源浪费已成为当前公安机关要解决的主要问题。传统的指挥调度中通常采用纯文本式的安保方预案,采用模拟电台进行对讲指挥,通过移动、固定摄像头来查看现场画面,各系统功能独立承担单一功能,很难达到协调指挥、快速反应的应用成效。为此,建设一套集指令快速下达、警力科学部署、警务监督考核、可视化指挥、智能化调度为一体的一体化指挥调度平台非常必要。PGIS是集城市应急联动、指挥调度、警力部署、巡逻布控、安全警卫等业务于一体的综合性的警用地理信息系统。本文结合实际工作,对城市公安机关PGIS应用平台的设计与应用作了研究与阐述。

With the continuous improvement of China＇s urbanization and the rapid development of science and technology, criminals use high-tech means to commit crime is increasingly diversified. Is often used in the traditional scheduling command text type security plans, using simulated radio intercom command, via mobile, fixed camera to view the scene, each system function independently bear a single function, it is difficult to achieve coordination command, the application of rapid response. Therefore, the construction of a set of commands issued, police scientific deployment, police surveillance inspection, visual control, intelligent schedule as one of the integrated scheduling command platform is very necessary.The PGIS s＇et the city emergency linkage, command scheduling, pohce forces, have been supervised patrol, security guards and other business in a body＇s comprehensive police geographic information system. Combining with the practical work, to the constmction and application of urban public security organs PGIS system in this paper.
