基于规划弹性的广州市原萝岗区“三规合一”规划

Flexibility Based “Three Plans Integration” Planning, Luogang District, Guangzhou

"三规合一"是推进新型城镇化、建立统一空间规划体系的重要工作内容。目前,城乡规划、土地管理和经济社会发展需求之间的不适应性矛盾依然突出,如何通过提升规划弹性,提高规划管理效能、释放经济社会发展动力、优化城乡发展布局是"三规合一"的重要研究方向。文章结合广州市原萝岗区的"三规合一"实践,通过设置有条件建设区和城乡统筹土地利用的弹性规划手段,探讨进一步推进"三规合一"工作的有效技术途径。

＂Three plans integration＂ is important in promoting new urbanization and setting up unified spatial system. At present, the incompatibility of urban-rural plan, land use plan, socio-economic development plan is distinct, and improving planning flexibility, planning management, socio-economic development, urban-rural spatial layout is the major mission of ＂three plans integration＂. With Luogng district practice, the paper studies effective approaches of ＂three plans integration＂ flexible measures such as limited construction area, and urban rural land use integration.
