Prescriptive and Moralistic : Formal and Informal Institutional Analysis of Party Discipline's Construction

实践表明,党内制度建设是推进反腐斗争由治标转向治本,由外部监督转向内部治理的核心环节。基于新制度主义分析范式,中共中央颁布的《中国共产党廉洁自律准则》和《中国共产党纪律处分条例》在规范党员干部行为、纯洁党员干部队伍以及提高党员干部道德素质方面,除了强调显性的技术理性层面的强制性约束外,还存在着一种隐性的道德文化层面的内在支撑。依规治党和以德立党的互补与推进不仅为党组织提供了正式与非正式制度的治理保障机制,同时也加快了党建的制度化、法制化进程。

Practice shows that the party system construction is the core link to promote the fight against corruption by permanent cure not a temporary solution and by internal governance not external supervision. Based on new institutionalism analysis paradigm,the CPC Central Committee has issued the ＂Probity and self- discipline criterion of communist party of china＂and ＂Disciplinary regulations of communist party of china＂which not only emphasize dominant and technical rationality mandatory constraint but also exist a kind of recessive moral and cultural level inherent support in regulating the behavior of party members,purifying party members and cadres and Improving the moral quality of party members and cadres. Governing the party by regulations and morals not only provides formal and informal institutions of governance safeguard mechanism for party organizations,but also accelerates the institutional and legal process of party building.
