作为嵌入式治理的基层协商民主创新——以芜湖S社区为例

Innovation of Deliberative Democracy at the Grassroots Level by Embedded Governance——A case study of S Community in Wuhu

基层协商民主作为推进社会治理创新与基层社区治理现代化建设的有效路径,与社区治理在主体、价值以及意识形态等方面有诸多契合之处,二者在基层社会治理中共通耦合,推进社会治理创新与现代化进程。芜湖S社区的个案分析表明,基层协商民主可以通过与社区治理之间的契合点有机嵌入到社区治理创新体系中,并以协商制度为基,建构完善的基层社区协商民主制度体系,有效实现社区公共事务与纠纷的调解,推进和谐社区建设。同时,在社会治理创新的变革浪潮中推动基层协商民主制度化、规范化、程序化是社区治理创新与现代化建设的应有之义。

As an efficient route to promote social management innovation and modernization,deliberative democracy at the grassroots level is consistent with community governance in many aspects,such as the subject,value and ideology. They are coupling in the grassroots social governance,boasting the process of the innovation and modernization of social governance. Taking community S of Wuhu as an example,based on the institution of negotiation,deliberative democracy at the grassroots level can be embedded in the innovation system of community governance through the integrated points with the community governance,which also can construct a consummate system of community deliberative democracy and realize the mediation of the community public affairs to promote the construction of harmonious communities. At the same time,during the wave of revolution of innovation in social governance,propelling the institutionalization,normalization and sequencing of deliberative democracy at the grass- roots level is the necessary way of innovation and modernization of community governance.
