摘要
为解决财政对人员补偿不足、招聘困难而流失严峻、分配与激励机制不健全等问题,提出(1)不断完善绩效考核分配相关政策,通过绩效考核后的经费拨付分配;(2)从收入合理性及横向比较,定期进行编外护士收入、工作满意度测评和定期加薪;(3)提供培养与培训机会,享有与岗位职责匹配的责、权、利,营造积极向上的工作环境,强化物质与精神激励,以增强编外护士的归属感。
In order to solve the issues like insufficiency of financial compensation for personnel, recruitment difficulties and severe staff turnover as well as unsound distribution and incentive mechanism, this paper put forward proposals as follows.(1) Unceasingly improve performance appraisal assignment policies;(2) Make assessment on job satisfaction and salary satisfaction regularly for off-staff nurses from the perspective of income rationality and horizontal comparison and increase income for off-staff nurses regularly;(3) Offer training opportunities and provide corresponding responsibilities, rights and interests in accordance with their job responsibilities. Create a positive work environment and strengthen material and spiritual incentives so as to enhance the sense of belonging for off-staff nurses.
