高速公路相同起止站通行费二义性比例分配

The Research of Highway Toll Ambiguity Clearing Rules

在高速路网不断扩大、路网结构日趋网状化的背景下,高速公路通行费二义性拆分开始成为各省市重点研究的课题。为解决显著存在的二义性高速公路收费额分配问题,使模糊路径拆分分配做到公平、公正、高效,参考国内多个省市的路径拆分分配规则,结合重庆高速公路路网分布,提出一种基于二义性路网拆分非精确识别的车辆路径模糊拆分算法,即相同起止站二义性比例分配法。该方法可满足高速公路经营业主对通行费拆分公平、公正、高效性的要求,在实际运行过程中起到了良好的效果。

The development of a highway system tend to form a net-like structure,which provides multiple options of traveling routes for a journey.Therefore,the rules for toll splitting have been a matter of concern to highway operators.This paper,having referred to a variety of toll clearing rules dealing with ambiguity,domestic and overseas,introduces toll clearing rules for Chongqing highway network.The toll clearing algorithm is developed based on fuzzy estimation of vehicle routes,that is,when there is ambiguity,the toll is split according to the proportions of the route taken.The algorithm satisfies the requirement of reasonableness,impartiality and effectiveness,and works satisfactory in practical operation of the highway network.
