The Inheritance and Practice of Chinese Philanthropic Culture: Youth Volunteer Service

我囯是世界上最早倡行和发展慈善事业的国家,有着悠久的慈善文化传统。中华慈善文化传统的主要特征是以人为本,爱人关心人;崇德向善,乐善好施;扶危济困,救助弱者;积善余庆,积恶余殃。20世纪90年代以来,在中囯青年中兴起旳志愿服务活动,其精神内核和行动口号,同中华慈善文化一脉相承,是中华慈善文化在当代青年中的传承与践行。2016年3月十二届人大四次会议通过的《中华人民共和国慈善法》,将青年志愿服务纳入慈善服务的法规,确立了青年志愿服务的地位和权威,规范了志愿服务的內容和发展方向,为完善志愿者及其服务活动的原则、招募、培训、权益和管理提供了法律依据。

China is the first country in the world in proposing and developing the philanthropy and has a long-lasting tradition of philanthropic culture. The feature of the tradition of the Chinese philanthropic culture lies mainly in the thoughts of people first and kindheartedness, virtue and benevolence, good deed and charity, helping people in danger and need, saving the weak and the accumulation of good benefits the offspring while accumulation of evil brings offspring sufferings. The volunteer service activities arising among young people in China since 1990 s derive from the same origin with the Chinese philanthropic culture in the core of spirit and slogan of action and are the inheritance and practice of Chinese philanthropic culture to the contemporary youth. ＂The Charity Law of the People＇s Republic of China＂ passed by the fourth meeting of the twelfth session of the People＇s Congress in March, 2016 brings the youth volunteer service into legislation of charity service, establishes its importance and authority, standardizes its contents and direction of development and provides legal ground for the perfecting of principles, enrollment, training, rights and benefits and administration of volunteers and volunteer service activities.
