高校教育规划管理的内涵、特征与路径

On the Connotation,Characteristics and Implementation Strategies of Higher School Educational Plan Management

高等学校教育规划管理是指通过教育规划的制定与实施对高等学校教育予以管理,具有计划性、系统性、过程性、全员参与性和持续改进性等基本特征。实施科学、有效的规划管理是高等学校进行综合改革、实现治理能力与治理体系现代化的先决条件。高校在实施教育规划管理的过程中,要把握教育规划的实质,在规划过程中管理;要发挥规划文本的作用,依据规划进行管理;要更新管理理念,实现科学的全面质量管理。

Higher school educational plan management which hes the characteristics of planning, process control, systematicness, full involvement and continual improvement, refers to the education management implementation of colleges and universities by the formulation and implementation of educational planning of higher schools. It＇s a pre- requisite for the comprehensive reform of higher schools and the modernization of its internal governance system that to realize the educational plan management effectively.We should implement it just from three aspects：to grasp the essence of education planning and management in the process of planning;to give full play to role of the text form of education planning and management according to the planning; to update the idea of education management and conduct scientif- ic Total Quality Management.
