从必要性、紧迫性、艰巨性、长期性等四个方面,阐述了开展退役报废通用军械装备销毁的重要意义,并从决策层、技术层和建设层三个层面,分析提出了开展退役报废通用军械装备销毁应当把握的重点问题。
From four aspects necessity, urgency, arduous and protracted nature, explained the significance of the retirement of common armaments to carry out the destruction, and from the decision-making level, technical level and build level, proposed that to carry out the decommissioning waste general armaments destruction should grasp the key issues.
