政策网络视角下的区域行政协议运行研究

Regional Administrative Agreements Viewed from the Perspective of Policy Networks

在区域一体化过程中,区域地方政府间通过缔结行政协议形成一体化发展,但考察区域行政协议运行效果不能只局限于地方政府之间,需要在上级政府、区域地方政府以及非官方力量等多元主体形成的政策网络中分析区域行政协议运行。因而,区域行政协议的行动者及关系网络、区域行政协议主体资源及行动策略,既能够呈现各地区域行政协议不同运行效果的原因,也能够为区域行政协议运行的契约运行机制和主体契约精神提供基础。

In the process of regional integration,regional governments have been making regional administrative agreements（RAAs） to promote this integration process. However,the examination of the effect of the implementation of RAAs should not be confined to the interactions between regional governments themselves but rather be observed in the networks formed by the multiple participants such as the central and provincial governments,the local governments and non-governmental organizations. Thus by putting into perspective the participants in RAAs,the networks formed thereof,the resources involved and the strategies adopted,we can see the causes for the different effects of the operation of RAAs in different regions and thus shed some light on the mechanism of the operation of RAAs and the spirit of agreement embodied in RAAs.
