“村改居”社区居委会选举困境与治理路径——以城乡协调发展为视角

The Dilemmas of Residents Committee Elections in Urban Communities Transformed from Villages and a Governance Path:From the Perspective of a Coordinated Development between Urban and Rural Areas

城镇化导致"村改居"社区愈来愈多,"村改居"后村级选举模式发生了重大变化,这既给城乡协调发展带来了机遇,又造成了诸多挑战。基于对四川省达州市A社区"村改居"后社区居委会选举中存在的"等额选举"、"另选他人"、"贿选"、"基层政权干预"等困境的分析,本文提出影响"村改居"社区居委会选举的三个因素:居委会成员候选人资格的设定左右选举结果;居委会选举方式影响贿选效果;基层政权机关和居委会的角色定位影响选举的民主程度。

Under the process of urbanization,China has witnessed an increasing number of urban communities previously identified as village communities.Within these new urban neighborhoods,significant changes occurred in local committee elections.This has brought both opportunities and challenges to a coordinated development between urban and rural areas.Based on a case study in a community of Dazhou Municipality,Sichuan Province,this article analyses the problems of residents committee elections in such a neighborhood,including the practice of single-candidate elections,election corruption and local government intervention.Through observation and in-depth interviews,it further elaborates three main elements that may influence elections,namely,the degree of specificity of a candidate's qualifications,the choice of election methods,and the definition of relationships between local government agencies and residents committees.
