基于德尔菲法的湖南省国土空间开发效率综合评价方法

The Comprehensive Evaluation Method of the Land Space in Hunan Province Development Efficiency Based on Delphi Method

以湖南省国土空间开发效率评价为研究对象,结合人口、社会、经济等数据及该地区特点构建了综合评价指标体系。该体系采用德尔菲法确定各评级指标权重,并对各评价因子进行量化分级,使用加权求和的方法计算出湖南省各州市的国土空间开发效率值。实验结果表明:湖南省国土空间开发效率分区明显,长沙市作为省会城市国土空间开发效率值最大,紧随其后的是岳阳市,超过长株潭地区的株洲市和湘潭市。研究湖南省国土空间开发效率,对于评价各市州开发现状,规范空间开发秩序,从而推动全省开发建设,具有重要的现实意义。

In this paper,the evaluation of land space development efficiency of Hunan Province as the research object,Combined with the data of population,society,economy and the characteristics of the area,a comprehensive evaluation index system was established.Delphi used to determine the weight of each rating index and the evaluation factors to quantify the classification,the use of weighted sum method to calculate the state of Hunan Province,the development of land and space efficiency values.Experimental results show that： The land space development efficiency of Hunan province is obvious,As the capital city of Changsha Province,the development efficiency of land space is the largest,Followed by Yueyang City,Over the length of the Zhuzhou City and Xiangtan city.Research on land space development efficiency of Hunan Province,the status quo of the development of the city state,regulate the order of spatial development,thus promoting the development and construction of the province,has important practical significance.
