Reflecting on Applying Market Comparison System in Government Purchase Service

政府购买服务,是指通过发挥市场机制作用,把政府直接提供的一部分公共服务事项,按照一定的方式和程序,交由具备条件的社会力量和事业单位承担,并由政府根据合同约定向其支付费用。购买服务效率如何提高,是当前推广政府购买服务面临的重要问题,文章试图建立一个市场比较制度,从事前、事中、事后进行比较,以提高购买服务效率。

Government purchasing service refers to the matter in which, by giving play to the function of market mechanism, the government authorizes qualified social powers and/or institutions to take over part of his direct public service, and in which, in accordance with certain methods and procedures, the government pays the related fee based on contracts. How to improve the efficiency of purchasing service is an important problem in expanding this mode of government purchase service. This paper tries to establish a market comparison system in pre--phase, in process and post period, so as to improve the efficiency of purchasing service.
