浅谈我国社会保障体系的建立和完善

Discussion on establishment and perfection of social security system

社会保障体系是依法建立,为维护社会成员最基本的生活的体制。公民有权在年老、残疾、生育、遭受灾害时向国家寻求保护和帮助。社会保障的本质和根本目的就是为无从获得经济收入的人们提供最基本的生存条件。建立和完善社会保障体系既是国家的责任和义务,又是社会安定、国家兴盛的基本条件。通过研究分析社会保障体系建立和完善的意义,提出改善社会保障体系的对策,以期帮助社会保障事业长远发展。

Social security system is the system established by law and maintain the basic life of members of the community. Citizens have the right to seek protection and assistance to countries when they were in old age, disability, childbearing and suffering from disasters. Nature and fundamental purpose to provide the basic survival conditions for people who are impossible to obtain economic income. Establishment and improvement of social security system are both the responsibility and obligation of the State, but also the basic conditions for social stability and national prosperity. Through analyzing the meaning of establishing and perfecting social security system, this paper put forward measures to improve social security system of City Council, hoping to ensure the long-term development of social security.
