The paper briefly illustrates the importance of plan in tendering work,explores methods of doing well in planning work from three aspects of preparation work,scheme formulation and evaluation method,analyzes premise conditions of implanting the plan,and finally points out that：applying electrical tendering methods can realize preliminary planning intelligent and improve working efficiency as well.
