党的十八大提出反对腐败,建设廉洁政治。腐败是公权力的滥用,是权力失去了应有的监督和约束的必然结果。反对腐败,建设廉洁政治,不仅使权力拥有者不想腐、不敢腐,更重要的是不能腐。因此,就必须强化制约,合理分解权力,科学配置权力,形成科学的权力结构和运行机制。这是权力本质和运行规律的内在规定性,也是建设中国特色廉洁政治建设的必然要求。

Report of the 18th Party Congress says that it is necessary to combat corruption and promote political integrity.Corruption is the abuse of public power and the inevitable result of power without supervision and restraint. Combatingcorruption and promoting political integrity must make power owners ？dare not, and don＇t want to be corrupt＂, especially＂cannot to be corrupt＂. The effective way is to strengthen power constraints, decompose power reasonably, distribute powerscientifically, and build scientific power structure and operation mechanism. This is the inherent regularity of the natureand law of the running of power, and is also the requirement for promoting political integrity with Chinese characteristics.
