新常态下落实最严格水资源管理制度考核研究——以蚌埠市为例

Research on the Assessment about the Implementation of the Strictest Water Resources Management System under the New Normal: a Case Study of Bengbu City

蚌埠市是一座水资源短缺型城市,落实最严格水资源管理制度是缓解其水资源短缺形势的重要途径。为研究该市在新常态下落实最严格水资源管理的制度和考核工作,分析了蚌埠市现有水资源状况,对比分析了传统模式和新常态模式下的水资源管理的区别;梳理了落实最严格水资源管理制度考核指标体系、考核计分点和需要协调的相关部门;结合蚌埠市2014年和2015年落实最严格水资源管理制度考核工作的情况,对该市目标完成和制度建设及政策落实情况进行了论述:蚌埠市全面完成了最严格水资源管理制度的目标任务,在制度建设和政策落实方面取得了新的进展,促进了节约用水,提高了万元工业增加值;分析了蚌埠市当前水资源管理机制和管理能力方面存在的不足,提出了进一步加强水资源管理的思路。

Bengbu is a water shortage city. The implementation of the strictest water resources management system is an important way to alleviate the situation on lack of water resources. In order to study the implementation and assessment of the strictest water resources management system under the new normal,this paper analyzed the situation of existing water resources in Bengbu City,compared and analyzed the difference of water resources management between the traditional mode and the new normal mode,reviewed the assessment index system about implementing the strictest water resources management system,and identified all scoring points and the relevant departments need to be coordinated. Combined with the assessment work of implementing the strictest water resources management system in 2014 and 2015,the target completion,the system construction and implementation of policy were discussed. In Bengbu City,the fully completion of the objectives and tasks of the strict water resources management system has been reached,and new development has been made in the system construction and policy implementation,which has promoted the water saving and increased the industrial added value of ten thousand Yuan. Moreover,the shortcomings of current water resources management mechanisms and management capabilities have been analyzed and the idea of further strengthening water resources management has been proposed in this paper.
