Modernizing the Governance System:The Characterization of China's Governance

文章围绕现代国家的国家治理这一主题,结合当前改革政策的特点,分析中国国家治理具有的特殊表征和情态。中国的改革虽然显示出了强烈的市场化、社会化的色彩,但在过去十年来公共政策转型的宏观背景下考察,当前出现的国家治理方式的变动则成为国家治理现代化的主要内容。而决定这一改革活动有效性的前提,在于现代国家治理的造就。就行政体制改革而言,就是如何实现将政治过程、政府过程、政策过程有效整合到现代公共行政体制的发展之中。这在很大程度上有赖于既有的政治制度安排如何体现出法律化、民主化等现代国家的特征。

Against the background in which China transformed public policy over the past ten years, although China＇s reform was very much oriented toward marketization and socialization, the current changes in the way of governance become the main content of the modernization of national governance. Modern state governance is the premise of effectiveness of this reform. In terms of administrative reform, the development of the modern public administration system is important as it can effectively integrate the political process, government process, and the policy process. This is largely depended on the existing political arrangements to further embody the legalization and democratization of the characteristics of a modern state.
